Stanley Furniture Company.  Boiler MACT Compliance Plan and Emissions Averaging Application.  Preparation of emissions averaging compliance demonstration and low-risk demonstration for coal and wood boilers in Virginia.  Negotiation with the Virginia DEQ related to interpretation of provisions of 40 CFR Part 63.

Magnox Pulaski Corporation.  PSD Applicability Analysis and Regulatory Negotiations. Developed 10-year “look-back” for PSD applicability at manufacturer of magnetic iron oxides.  Prepared non-applicability statement and presented to Virginia Department of Environmental Quality.

Hesfibel (Kayseri, Turkey).  ISO 14000 Compliance and Pollution Control Specification.  Assisted fiber optics manufacturer in south central Turkey with ISO 14000 compliance and development of a Venturi scrubber system for control of air emissions from fiber optics lathe.

Stanley Furniture Company.  Air permitting.  Prepared Prevention of Significant Deterioration Air Permit application for construction of new furniture manufacturing plant in Beaver Creek (Martinsville), Virginia.  Prepared detailed BACT analysis, Class I impacts evaluation and other engineering evaluations.  Negotiated draft permit terms with Virginia DEQ.  Responded to inquiries from Federal Land Managers.

Confidential Chemical Mfr.  Emissions Profile Title V Permitting.  Fast-track emissions calculation and permitting for large, complex chemical manufacturing facility in the Chicago ozone nonattainment area.  Unique sulfonation processes and specialized needs required an interactive approach to Title V application process.

Jefferson Mills.  Synthetic Minor State Operating Permit.  Development of proposed production limits and preparation of a synthetic minor state operating permit application that maximizes operational flexibility while maintaining facility as minor air emission source.  Development of computer-based system for tracking air emissions.

Tazewell Community Hospital.  Air Quality Regulatory Compliance Audit. Audited hospital operations and prepared a report outlining air quality regulatory compliance status.  Drafted letter to Virginia Department of Environmental Quality requesting applicable air permitting classification.  Provided guidance for maintaining future compliance status, and lead, which were monitored every six days.  Established electronic data logging with phone line hookup and PC-based reporting system.  Identified and established new monitoring sites to meet PSD, national air monitoring stations (NAMS), and state local air monitoring system (SLAMS) criteria.

Calumet Lubricants, Inc.  Emissions Profile FESOP Permitting.  Tank farm emissions calculations, regulatory compliance determination, development of permitting strategy, and preparation of Federally Enforceable State Operating Permit (FESOP) air permit applications for petroleum lubricant manufacturing and transfer facility.

Confidential Client. ERMS Planning and Emission Credit Trading.  Developed and presented strategies for transferring VOM emission credits (or allotment trading units - ATUs) between two Chicago-area manufacturing  facilities, to facilitate ozone season reduction of 12% VOM emissions over baseline, as required under the Illinois Emission Reduction Market System program (ERMS).  Analysis included options for presenting a Best Available Technology (BAT) determination for recipient facility in lieu of ATU transfer.

Deere & Company.  Environmental Audit of 10 facilities.  Executed site investigations for air quality regulatory compliance at 10 Deere & Company facilities in the Quad Cities (Illinois/Iowa) area.  Prepared detailed report for review by Deere corporate personnel.

EnerTran Development.  New Source Review (NSR)/PSD Permit Application.  Managed fast-track PSD and NSR permit application for construction of proposed cogeneration electric utility.  Tasks included assessment of regulatory requirements, interaction with the Wisconsin Department of Natural Resources, air quality source data development, BACT analysis, good engineering practice (GEP)/downwash
analysis, ambient impact (modeling) analysis, refined modeling analysis, and permit completion.

VIOBIN Pharmaceuticals.  Storm Water Site Assessment.  Assisted in development of a Storm Water Pollution Prevention Plan (SWPPP), providing on-site assessment of Best Management Practice (BMP) controls, and measurement of runoff.
